WTR Consulting Engineers was a sub-consultant to an international energy consulting firm based out of San Francisco, California to perform impact evaluations for Demand Side Management (DSM) for the existing NorthWestern Energy (NWE) Programs in the state of Montana.

Impact evaluations sought to quantify the net savings that were realized by the programs under review by determining the gross savings realized by projects enrolled in the programs, and net-to-gross ratios.  From approximately 40,000 NWE participants throughout years 2004, 2005 and 2006, WTR provided onsite process evaluations from a statistically determined capacity for the Demand Side Management Impact Evaluation Report for the Pubic Service Commission (PSC). WTR's Scope of Work included site evaluations identifying in-depth energy variations in electrical, natural gas and renewable energy customers.  Projecting included wind power, solar power and high-efficiency equipment.
